The word surrounding sounds special to me. Does it mean "studying...in a comprehensive way"?

(So the science surrounding election administration = the science that comprehensively studies election administration)

Cambridge Dictionary defines it as an adjective referring to "that is everywhere around something". Which is way I use "comprehensive" above.

The phrase means the ensemble of science that addresses the running of elections.

The word ensemble means "a group of things or people acting or taken together as a whole, especially a group of musicians who regularly play together". What is the ensemble of science? It sounds as if to mean "the whole of all branches of science".

So sorry your explanation is not understandable to me.

In that case, use "peculiar" (or "odd/strange/weird"). "Special" isn't the word you're looking for in this context.
