Can I say the rain was so heavy that the car "wipers couldn't keep up"?

What do you think about what I have written?

There was a moist perfume in the air as he drove to the office that morning. The sky opened up and the raining was so heavy that the wipers couldn't keep up.

Sometimes there a perfume in air when it's humid and you feel like you can smell a wet moist scent.

Does that make sense to you? How else can I describe it?

Aha! You might mention what kind of scent it was. Spring. Fresh-mown grass. Magnolias. Falling leaves. Whatever.

an undefined scent

Or:

an unknown scent.

I wouldn't start with "There was" and I wouldn't use "perfume".

The scent of spring filled the air ...

Also, I would be more likely to use "... it was raining so heavily that ...", though your "... the rain was so heavy ..." isn't wrong.
