Lower than what? do you mean low number?

2) The last stage of the unfreezing of the economy was performed in the middle of July. Despite the relaxation of most restrictions then, we are still observing a lower number of XXX

Again, lower than what?

Which version is correct?

Both verb forms are grammatical and, in this context, mean the same thing. I like #2.

Regards,
A.
Always start sentences with capital letters.

Lower than what? do you mean low number?

Sorry, I didn't copy the whole sentence.
It should be: "a lower number compared to the previous year"

I have one question.. Why did you change "the lower number" to "a lower number" ?

Regards,
A.

. . . I have one question. Why did you change "the lower number" to "a lower number"[no space]?

Regards,
A.
We don't know what the number is. So it's a number. If the number had been stated, it would be the number.

Is the number static? If not, it should be lower numbers.

I would add since between restriction and then.
