    caused 10 times as many cases as SARS in a quarter of the time.

    It seems that the phrase "caused 10 times as many cases as SARS in a quarter of the time." means "caused 40 times as many cases as SARS in the time."

    The reason that the author uses "10 times in a quarter of the time" rather than "40 times in the time" is that the former sounds more natural (and colloquial) in English. Am I on the right track?

    You are once again projecting without support from the text. There would only be 40 times as many cases in the full amount of time if the trend was linear.

    The author wrote exactly what was intended.
