If I wanted to speak in those terms about something I'd probably say it's an art, not an art form.
Not a professional teacher
What word we use depends on several things. Quality for one. If a painting is good enough that somebody would be willing to pay for it it is more likely to be considered a work of art.
Context is also important.
It's more of an art than a science.
P.S. I flunked out of art class. (Not really. I dropped art class for geography.)
