Please can someone explain how to "Take a person's measure" as used during the burning times, using a piece of string and various body measurements?
    Thanks

When we "take a person's measure" we are usually making a judgement about that person's character, honesty, strength, integrity, etc.
A tailor takes a person's measurements to determine the correct size to make the suit, coat, shirt or whatever. He uses a flexible cloth tool called a "tape measure" to measure the length of the arms, legs, chest, etc. Perhaps the string you refer to is a tape measure.
