Are you sure their fiscal year starts January 1? Many start on April 1, July 1, or September 1.

3- Do you have an opening for a consultant this year?

Use #3. Business letters should never waste the reader's time.

You might have noticed that I made my own suggestion rather than make a bunch of corrections. (Compared to Charlie I'm lazy. )

I doubt that they want to discuss their budget with somebody they haven't even hired yet. (Of course, I could be wrong about that. I am often wrong.)
