I'm trying to say a city is stuck in past and the wheels of history stopped turning in it. Then mention the cars are really old and make a connection between the wheels of those old cars with the wheels of history.

I suggest you keep trying to write the passage in different ways until you come up with a better form of expression. Perhaps you could use a simile.
