I'm trying to say a city is stuck in past and the wheels of history stopped turning in it. Then mention the cars are really old and make a connection between the wheels of those old cars with the wheels of history.

The city was stuck in past. The wheels of history had stopped turning there. The cars were old and soon their wheels would stop turning too.

Do you have any suggestions?

I love the connection you're trying to make between the two kinds of wheels.

I suggest you keep trying to write the passage in different ways until you come up with a better form of expression. Perhaps you could use a simile.
