If it was a conservative president, it probably means somewhat (a touch) appropriate, fitting. If it was a liberal president, it probably means somewhat out-of-place, inappropriate.

It's a combination of "on the nose," meaning something like "exact or precise" and "a touch" meaning a little bit.

The idea here is that it seems just a bit too literally perfect (reference to the Biblical golden calf) for a golden statue of President Trump to be "worshipped" by attendees of a political conference.
