Honestly, to me that just looks like a sidewalk in an area that's obviously flooded.

At first I thought it was supposed to be some kind of boat ramp or dock, but with the way there's still (flooded) grass to the left of it, I think it's just what we might called a riverwalk, albeit a flooded one. You might also call it promenade or esplanade, although those often tend to have more development along them.

We don't have a specific name for it. We might say a gently sloping area at the edge of the river.

Don't worry, he is not doing anything bad. The picture has a low resolution but he is leaning on a woman sitting next to him.
