Why didn't the writer uses "and" instead of "to" before see?

Why didn't the writer uses "and" instead of "to" before see? How should we paraphrase the text?

"He turned, halfway along the third-floor corridor, to see Fred and George peering out at him from behind a statue of a humpbacked, one-eyed witch."

Why didn't the writer use [STRIKE]s[/STRIKE] "and" instead of "to" before "see"? How should we paraphrase the text?

Which book? Who is the author? We need this information every time you quote a published text.

Rowling could have written he turned, and saw …. Using the infinitive gives the passage a greater sense of immediacy, of movement.

This is not an acceptable way of providing the source. We have told you before that you must provide the exact title of the book and the complete name of the author. I am closing this thread.
