Please give us a complete sentence to work with. Please write it twice, once with "the below items" and once with "the items below". Also, in future, don't start your question in the title and end it in the post. The entire question should appear in the main body of the post. If you had given us a complete sentence, that is what should have appeared as your title.

I must say, with regret, that one does see and hear "the below items". I wouldn't think highly of anyone who used it, because I consider it substandard.
