    Can peoples be used under any circumstances in a grammatically correct sentence?

    Yes: when it means the same as "nations" or "tribes":

    There are many people in this room. [A group of individuals.]

    The indigenous peoples of America were almost wiped out by the Europeans. [The various nations and other groupings that lived in the Americas.]
