"They can cross it at will, and never really agreed with it."
I didn't understand what this phrase mean.
What "at will" mean?
"At will" means "whenever they want to".
I assume this is talking about some border? They never agreed with the border in the first place, and because it isn't well defended, they can simply ignore it and go back and forth across it whenever they like, without anyone stopping them.
Yes, I think it make sense. The break of reportage was about border, indeed.
