    I didn't understand what this phrase mean.
    What "at will" mean?

    I don't understand the sentence either.

    "At will" means "easily", "whenever they wish".

    I assume this is talking about some border? They never agreed with the border in the first place, and because it isn't well defended, they can simply ignore it and go back and forth across it whenever they like, without anyone stopping them.
