    hi,
    is it possible to use the article 'the' in this phrase?

    Yes.

    The mayor asked the police for protection on the behalf of those citizens who felt threatened.

    Though many people corrected me when I used 'the'. I reckon there is no difference btw these two phrases, and the one without 'the' is more common?

    Yes, "on behalf of" is more common.
