    When it comes to....

    "Younger mobile users have moved well beyond voice when it comes to their phones, he said." (this is from an article)

    I've seen (and heard) people use the phrase "when it comes to...",does it mean "when talking about"? I don't really know what exactly it means,please help!

    Yes. It means "when we're talking about..." or "when the topic is...."

    For example:
    When it comes to pizza, my favorite type is pepperoni.
    When it comes to politics, I'm pretty neutral. I don't keep up with current events well enough to form an opinion.
