    Many people favor ( ) more nuclear power plants.

    A. using
    B to use

    I don't know the answer. Maybe it is not a general usage.

    Using.

    Some verbs cannot be followed by a verb in the infinitive. Favor is one of these verbs.

    There are lists of some of the others here:

    Using Gerunds and Infinitives

    Verbs Followed by Gerund and/or Infinitive

    But neither of them has a full list. I noticed that favor (or in British English, "favour") doesn't appear on these lists.
