    What does it mean of cutting-edge and come to grips with?

    Yes. If you think of a blade, 'the cutting edge' is the very edge of the surface. The 'cutting edge' of something is the very forefront.

    'Getting to grips with' means getting involved with in a very close (and possibly aggressive or intense) way - think of wrestlers getting to grips with each other.
