    SV agreement

    I've got my friend who always tell/ tells me what to do. I'm sorry, I suddenly got confused.

    I have got my friend who(my friend) always tells me what to do

    the relative pronoun, who, is the subject of the verb, tells.

    Incidentally, it's unusual to use a first-person pronoun twice in this case:

    'I've got a friend who always tells me what to do.'
