Red face a small but vocal minority

    • They say politicians and bureaucrats allow the hunt because of intense lobbying by a small but vocal minority.

Kindly explain the phrase with underline.

    Thanks

Re: a small but vocal minority

    Hi, Ju,
Vocal means very active, loud. If there's a discussion and some group is in the minority but expresses their ideas emphatically - give numerous interviews in the media etc - they are vocal.
    Cheers

"Small, but vocal" describes a group that has few members but is very active and noisy. Sometimes the "noise" creates the impression that the group is bigger than it actually is.
