    B: I bet he'll be thrilled at the idea.

    What does "pleanry speaker" means?

    Tdol's right of course - 'plenary' isn't the sort of speaker we're dealing with (he doesn't have the characteristic of 'plenarity' - if such a word can be said to exist). The 'plenary session' is the session where all the delegates come together.
