    A crazy quilt is, I guess, the same as a patchwork quilt. It is made up of a variety of unmatched pieces of fabric. I suppose the analogy here is that there are a number of possible solutions to the problem, none of which relate to each other.

    It means that development is still at an early stage (the basics) and is continuing (underway)
