    Definition of corruption

    "Corruption introduces an element of irrationality in plan fulfillment by influencing the actual course of development in a way that is contrary to the plan. Where corruption is widespread, inertia and inefficiency, as well as irrationality, impede the process of decision making and plan fulfillment."


    Could anyone explain the meaning of above defination?

    I don't understand particularly the word (element of irrationality, impede)

    Can I just give you a better, simpler definition for corruption?
    corruption - Definitions from Dictionary.com
    for example: lack of integrity or honesty (especially susceptibility to bribery); use of a position of trust for dishonest gains
    susceptibility means being easily influenced or affected

    I know dictionary definition.

    But I want explanation of above my paragraph. Because I don't understand that.

    lol, i was trying to make your question easier for myself.
    here's a hopefully better answer:

    "Corruption introduces an element of irrationality in plan fulfillment by influencing the actual course of development in a way that is contrary to the plan. Where corruption is widespread, inertia and inefficiency, as well as irrationality, impede the process of decision making and plan fulfillment."

    In other words, corruption can make a process in the government/group more difficult or almost foolish because it changes the outcome or can even hurt what the plan was supposed to help.
    When there is a lot of corruption, inefficiency and irrationality can prevent decisions and plans from happening.

    Sorry if this isn't 100% clear.

    if a country suffers a natural disaster, eg. a severe earthquake
    or flood, it will run short of basic necessities such as food, water and
    medical drugs etc..

    People around the world will send humanitarian aid, such as food, water, clothes, tents or money, to the country,
    but if the country is riddled with CORRUPTION,
    the government siphons off the aid and those who need help most will suffer.

    People suffering poverty cannot get access to food, water, medical supplies etc.
    There are inertia, inefficiency and irrationality there.
    Also, appropriate decision making and plan fulfillment to save the victims will be hampered because of
    the corruption.

    I'm not sure if my explanation is perfect, but your material
    seems to lack concrete examples and therefore a bit difficult.
