    The answer key says C is correct.
    But I think D is also correct, isn't it? please explain that clearly....

    C isn't correct. D is correct. Because after " despite" we can use only "ing" form, otherwise " despite " must be followed by a noun or a pronoun. (Despite his attempts ) If the answer key says "C" is correct then there must be let's say "his" after "despite".

    Well, I think c) is correct...

    Despite attempts to reach an agreement, negotiations between the company and the union remain at a standstill. (attempts/negotiations)

    Despite attempting to reach an agreement,the negotiations between the company and the union remainat a standstill.

    Despite an attempt to reach an agreement,negotiations between the company and the union remain at a standstill

    Despite attempted efforts to reach an agreement, negotiations between the company and the union remain at a standstill

    I'll stand corrected, but it seems right to me.

    I think Harry's need for something else (say 'his') is met by an implicit 'several': Despite [several] attempts....
