    Is "has" the correct answer?

    No. Have is correct. It is referring to witnesses{plural}

    I beg to differ. It refers to any one of the witnesses.

    Has any (one) of the winesses been sworned in yet.

    The omitted 'one' lends a sense of singularity to the sentence.

    the prep phrase,of the winesses, postmodifies the ellipted subject.
