    I cannot think of a single instance in which "I is..." is used.
    The only time that it would be used is in slang. It shows an uneducated person.

    In AmE, "I is" is usually used when quoting or imitating Black English or Ebonics. A lot of literature written during the Civil War era would adopt the dialect used by slaves at the time, which included "I is" instead of the more correct "I am."

    I would daresay that unless you are of African heritage, or are a rapper using the phrase in your lyrics, saying "I is" would brand you as a racist and folks would think that you were mocking the Black population.

    It could also show a well-educated person who chooses to speak non-standard English for his own purposes.
