    Please explain its figurative meaning.

    Does that mean that both sides should be equally strong to avoid war to have peace? In other words, if one side is stronger than the other side, then there is going to be fighting and the peace is no more. This reminds me of the relation between the US and USSR during the cold war. It's the balance of the power. Correct me if I am wrong.
