    Dear teachers,

    (...That may change fast: lots of proposed data-security legislation is now doing the rounds in Washington, D.C. )

    What does "doing the rounds " mean?

    It means, the legislation (which is in the form of a document) is going from place to place (i.e., from one senator's office to the next senator's office, and so on).
