    These diapers won't cause discomfort to / for babies.

    Should I use 'to' or 'for' or are both correct?

    Both. With 'to' the emphasize is on the diapers and what they cause, discomfort, whereas with 'for' the emphasize is on the babies and how they are affected by the diapers.
