    Please tell is it right to use " he have". If that can be, when can it be used?

    That's not correct.
    He has, she has, it has.
    They have, I have.

    You can use "he have" in interrogative forms of different tenses.
    Does he have any questions?
    Did she have many friends?
    Will it have a beautiful design?

    Amen to that.
    Moreover, you can also find he have in the following:

    1. We suggested he (should) have everything visible.
    2. The commandor-in-chief ordered that he have the task done by himself.
    3. Should he have what he needs, that's most woderful.
