Difference between to have and to have got

Can someone please help with the following. How can I explain my students when to use the verb to have and when to use the verb to have got.

Secondly, how to explain the difference (if there is any) between the following phrases:

    - Do you have any potatoes?
    - Have you got any potatoes?

    - I have a shopping list.
    - I have got a shopping list.

    Thanks in advance.
