    Shall I say 'After he threatened her again, she repoted him' or 'after he threatened her again she reported him to the police'?

    do I have to say 'to the police' or it's just obvious when we say 'reported him'?

    Well, if it was hasslement in the workplace, she might report "him" to the management or to his boss, so if you want to be absolutely clear, you will need to qualify "report".

    if in the workplace, she might report him to the management.
    if in school, she might report him to the principal

    I suggest to use 'report to someone' to make the sentence clear.
