    they will never be

    A traffic slogan: Don't let your kids drive if they are not old enough or else they will never be.

    Please explain what `they will never be' and `old enough' refer to in this sentence.

    I adore this slogan at first sight, and my wild shot is:

    Don't let your small kids drive a car if they are under the age when they are allowed to drive, or else they will never be old enogh(hint: they'll get killed in car accidents) to drive.

    I understood the slogan.

    But I couldn't understand exactly what `they will never be' refer to?

    Your kids will never be (growing old enogh to drive). It implies they'll get killed easily in car accidents if their parents allow them to drive at a young age.
