    Management wants to < > the new wage system prior to the start of the hiring of the new employees.

    a. fulfill
    b. implement
    c. achieve
    d. increase

    in my textbook. the answer is B.However, I don't know the difference between 'fulfill' and 'implement' because the two words have the same meaing of " carry out".
