    which is the Right word and why?

    => ESD bags are used as packaging

    [2] Boards are packed in the ESD bags for transportation.
    => Boards are stuffed into the ESD bags <but not the meaning you want>
    => ESD bags are used as packing material

    Boards are packaged in the ESD bags for transportation is correct?

    It depends on the meaning you're after.

    You could use placed in or put in instead of 'packaged'.

    Ex: Boards are placed in/put in ESD bags for transportation.
