You do it as you would with any baby - by continually talking to him, playing with him, and reading to him. It is the interaction that is important.
If you are living within a multi-linguistic community, you must ensure that the languages are kept discrete. Therefore, you only speak English with him when you are alone together, or when English speakers are present. Relate the language to situation, and it's easier for him to absorb it. Avoid using more than one language at a time until he is speaking properly. The moment he recognises the differences, you can build on that.
