    symbolic success

The BBC's Duncan Kennedy in Merida says that after a week travelling through five countries Mr Bush's visit is being judged to be more of a symbolic success than one involving new policies or additional aid. But with his agenda crowded by the events in the Middle East, the president will probably be satisfied with that, our correspondent says.

Please explain the highlighted ones. [Please correct if this (please.....ones) is wrong].

1-They think that Mr Bush's visit is not a real succes and what matters about that visit is just the visit itself not its effects.
2-The Mr Bush's agenda is mostly focused on the Middle East events not on south america

I think that your problem is with "symbolic" and you know that symbol is used to refer to another thing .
