    s/he

    When other people look at this person, they will perceive that s/he is evil.

    Is it correct to shorten 'he or she' as 's/he'?

    It is often done. Not in good writing, but certainly in non-fiction where it would become cumbersome to use "he or she" repeatedly . It's a useful shorthand in this context.
