    i dont understand the meaning of it.

    Authoritarian means "like a person in authority", and basically means giving orders - "you must do as I say". It is a phrase usually applied to governments to mean non-democratic.

    Compulsion also mean giving orders, as in 'compel'. I think that the phrase means "making people do things is the way an authoritarian government/organisation would behave", but I can't be sure without context.
