    cutting corners

    But what is certain is that the airline has found ways to bend the rules and is clearly interested not just in cutting costs but cutting corners as well.

    cut corners: do something the cheapest or easiest way

    bend the rules: to adapt or interpret something in a way that was not originally intended, especially for personal benefit or to help somebody else
