    Off - but you'd say "he had to live off his savings"; there's no need to repeat the idea of depending, as that's implicit in 'live off'.

    When you live by something, you use an inexaustible resource: He who lives by the sword will perish by the sword ["anyone whose life depends on using violence will die violently" - that's not my idea, it's a well-known saying]. When you live off something, it can run out (become exhausted).
