    A very few people have voiced their support for him.

    Does it mean many or few?
    --------------------
    1. The third storm caused the most damage.
    2. The third storm caused most damage.

    Both are correct sentences according to my grammar book.
    1=2?

    the most = make comparisons
    most = talk about quantity

    There's a difference between few and a few.. Without the article, few usually has a rather negative meaning.
    A few is more positive.

    Also, few can be modified by too, so, as, very, rather and how.

    Consider
    A few people have voiced their support for him.-positive
    Few people have voiced their support for him.-negative
    A very few people have voiced their support for him.-negative

    The third storm caused the most damage compared to the first and second. The third storm caused most damage could mean 'a lot of damage'-'most' before a noun used as a determiner.
