    Red face confusing phrase

    I am writing a text about adoption and I want to say that the child should not meet too many strangers in the first period when it has just moved to a new country.
    Is it correct to write "..., and to shelter the child against too many strangers when first moving to a country."?
    I am a bit uncertain about the meaning of "when first moving"...
    Any other suggestions perhaps?

    I appreciate it if you could help me with this one.

    My suggestion is "...and to shelter the child from too many strangers initially upon arrival in a country"...have fun..
