    can we use prural noun as adjective?why?

    No.

    A material manager is called a "compound noun"

    material: (n.)
    A material is a solid substance.

    manager: (n.)
    A manager is a person who is responsible for running part of or the whole of a business organization.

    Here's some more examples of compounds noun:

    Mountain bike
    Glass door

    If you wish to use the plural form of some compound nouns, simply add an "s" to the second noun.

    Two mountain bikes
    Several glass doors

    In the context of someone who designs materials, yes, you can. More usually the adjectival noun will be in the singular.
