    But can it be also an idom?
    The meaning would be different. Something near to "there many fish in the sea"?

    Oh, yes. I've heard that saying, too.

    Ex: There are many men or women in the world ~ fishes in the sea, so don't worry about not having a significant other. There are lots out there.

    Fishes, pronounced fish[i:z], a diminutive form, makes it cuter or sweeter in tone and meaning.
