    Would people be happier 20 years ago? Grammatically correct for a particular context; also could be : Were people happier 20 years ago?
    Would people work harder nowadays? Again, correct for a particular context; also could be Do people work harder nowadays?
    Do people spend a lot of time watching tv these days?
    Do women do less housework than they used to?
    What sort of things do people do on national holidays?
    How did people celebrate on 31 December 1999?

    What sort of things are people doing on national holidays? National holidays come at different times of year for different peoples -

    What are people doing on the national holiday >> specific
    What do people do on national holidays >> general




    How did people use to celebrate on 31 December 1999? There is only one 31 Dec 1999 - there is only one period of celebration for the end of the old millennium. "use to" implies more occasions than one.
