    Dear teachers,

    She answered with _____ "No" to the request that she attend the public hearing.
    a. emotional b. emphatic
    The key is 'b'. But I think it should be 'a'. Is that right?

    Firstly there should be an indefinite article after with. Without more context, emphatic strikes me as the more logical possibility- declining firmly and categorically. It is also a common phrase.
