    as clause

    Dear teachers,

The following is from my grammar book:
Clever though/ as you may be, you cannot do that.
The following is from my exercise book:
The success of any business, ________, can only be achieved in the face of intense competition from other companies.
    a. no matter how small b. small as it may
The key is 'a'. No problem. I think the problem with be is that 'be' after 'may' is missing. Is that right? In other words, if the choice is ' small as it may be' then I can choose 'b'.

Looking forward to hearing from you.
    Thank you in advance.
