    Proper Salutations

    I am writing a letter to be addressed to more than one person. What is proper salutation etiquette? For example: Is "Dear HR Director ______, Madam Chairwoman and Honorable Council Members" proper?

    I'd write "Dear Sir or Madam". You can also write "To whom it may concern"

    Is "Dear HR Director ______, Madam Chairwoman and Honorable Council Members" proper? I think it's OK.
